England’s elderly face human rights breaches in home care system

Wednesday, November 23, 2011

A report published today by the Equality and Human Rights Commission (EHRC) finds that, in many cases, England’s home care system breaches the human rights of the elderly it is supposed to serve. The Close to home: older people and human rights in home care report is the result of a twelve-month investigation into care generally provided by local authorities.

Approximately half of those receiving home care, plus friends and family, providing evidence to the inquiry were satisfied with the quality of care provided. However, the report stresses that there are “systemic problems” arising from “a failure to apply a human rights approach to home care provision”. The report asserts that it is generally not the fault of individuals providing care, but serious problems exist as local authorities seem unaware of their obligations under the Human Rights Act and fail to commission, procure, and monitor care accordingly.

The report says articles two, three and eight of the European Convention on Human Rights are frequently being breached. These, respectively, cover an individual’s right to life, protection from inhumane and degrading treatment, and respect for dignity and personal independence. Criticisms include that care is not provided in a common-sense manner, and funding of care for the elderly is at lower levels than for younger people with similar problems and needs.

The EHRC’s investigation highlights a range of recurring complaints and attempts to identify the underlying causes; cost is repeatedly mentioned, with use of the private-sector leading to some local authorities offering a “one size fits all” service leaving many elderly feeling they are “a task to be undertaken” and have “little or no choice” as to help received, or when care workers visit. A failure to invest in care workers is noted, with significant responsibility and the wide range of skills required being rewarded with low pay and status; this, the report states, adversely impacts staff retention and, a high turnover of care workers can put the security of care recipients at-risk.

Within the wider investigation, a commissioned independent social report by The Arndale Centre conducted in-depth interviews with a cross-section of 40 elderly individuals receiving home care. As-stressed in the report, those selected were not on the basis of good, or bad, experiences with their – mainly local authority-provided – care. It highlights a widespread feeling amongst those interviewed that they are treated “like a number”, and that aspects of the care provided lead to, or fail to resolve, feelings of social isolation.

The Manchester-based Arndale Centre report concludes that, “[t]he general picture is of a wider home care system in which older people are noteffectively involved: which they do not understand, and which does not often make the extra effort required to involve them in ways tailored to their state of health and other needs”.

nobody to talk [to] face to face. Nobody will knock on that door,[…] a life of isolation.

A recurring theme in the responses of those interviewed is the social isolation that their home care is not adequately addressing. One male interviewee in his seventies who previously used a scooter to get about said in his interview, “I haven’t been out of the house now for about four weeks. I daren’t. The last time I went out on the scooter I hit the kerb and it frightened the living daylights out of me.” Another, an 85-year-old woman who lives alone, expressed sadness at her inability to do normal things, “I would love to go to town to do some shopping. I haven’t been to town for about two years… Wander round the town and have a cup of tea… I’d love that.”

The social isolation many elderly experience was summed up neatly by another woman in her eighties in her interview: “When you go now, I will maybe not talk to anybody till tomorrow; maybe the whole of tomorrow nobody to talk [to]… face to face. Nobody will knock on that door, that is it, a life of isolation.”

The EHRC, having commissioned this report in the face of funding changes and reform of the care system, intends to press for legislative changes to ensure those receiving care at home are given the same protections under the Human Rights Act as those in residential care. In the conclusions of their report they offer to work with, and support, local authorities in understanding and delivering care that respects peoples’ rights and dignity; and, recommend better guidance as to the choices available to the elderly, and their families, be made available.

A Simple Plan For Treating Fleas

Submitted by: Erickdd Parks

Anybody who’s suffered from a bad flea infestation knows how annoying it can be. Not only do you have to watch your pet suffer and scratch at their fleas, but your bites can be quite horrible as well. The reason flea bites itch is that flea saliva contains an anti-coagulant that causes an allergic reaction and results in the small, itchy bump that you see.

The best thing you can do for flea bites is not scratch them, obviously. This is always more easily said than done, but the more you can do to not scratch, the better. However, there are a few tips to reduce how much the bites itch.

Among the most popular methods to relieve itching are calamine lotion, tea tree oil, vinegar and rubbing alcohol. Ice can also work temporarily by numbing the area of the bite. You might also try hand-sanitizer, anti-septic cream and sunburn remedies.

Obviously, the best thing to do as a long-term solution is get rid of the fleas themselves. This is not always easy to do, but if you follow some fairly simple steps, and stay with a careful and concerted program, you can succeed.

The first step is to kill the fleas on your pet. There are many topical pet flea treatments available, but probably the most popular is Frontline. Frontline comes in small, single-dose vials that are applied between the pets shoulder blades. The treatment then disperses out through the animal’s hair follicles and oil glands, and should provide protection for one month.

The next step is to get rid of the fleas in your home. This can be difficult to do with a serious infestation, but following a careful plan is the key. First, wash everything you can that might be infested with fleas, including pet bedding, cushions, carpets, etc. Throw them in the washing machine and wash with hot water and detergent.

The best thing you can do for fleas in your home is vacuuming. Vacuum your carpets and floors as much as possible, every day if you can, but at least three days a week. You can also buy some chemical sprays and foggers if you have a bad infestation.

If you do this, make sure you buy a product that contains both an insecticide, such as pyrethrin, as well as an insect growth regulator (IGR) such as methoprene. This ensures that the spray will kill both adult fleas, as well as eggs, larva and pupae.

The key to this simple program is to continue to treat both your home and pet long past the time the fleas seem to be gone. If, however, you follow the plan of treating both your home and your pet, vacuuming daily, treating problem areas with an IGR containing spray, and treating your pet regularly with drops such as Frontline, and you still can’t get rid of the fleas, it may be time to consider a professional pest control service.

These are easy to find and generally offer free consultations and even money-back guarantees in the event they aren’t successful. Before you incur this additional expense and hassle, do follow the steps detailed above. Many people fail in their flea control program because they give up and quit too soon, allowing the fleas to re-infest their homes and pets.

2006 U.S. Congressional Elections

Wednesday, November 8, 2006

As of 10:00 p.m EST November 8, 2006, the Democratic Party is projected to have gained control of both the United States House of Representatives and the United States Senate in the 2006 United States general elections. MSNBC projects that the Democrats now control 234 seats in the House of Representatives, 16 more seats than the 218 needed to control the House of Representatives as all 435 seats were up for election. In the Senate, where the balance of power is closer, one-third of all seats were up for grab. As of 10:00 p.m. EST, AP and Reuters were projecting that the Democrats had picked up all six seats they needed to retake the Senate, including the seats of incumbents Rick Santorum (Penn.), Lincoln Chafee (R.I.), Jim Talent (Missouri), Mike DeWine (Ohio), John Tester (Montana), and Jim Webb (VA). The Tester victory by less than 3,000 votes was projected at approximately 2 p.m. EST after the State of Montana announced the results of overnight recounts. Democrat Jim Webb has prevailed in that race by slightly more than 7,000 votes, though his opponent has not conceded and a recount may still occur.

Toronto Comicon 2019 welcomes fans with celebrities, creativity, cosplay

Friday, March 29, 2019Toronto Comicon 2019 returned to its titular city from March 15 to 17, as one of the largest pop culture events in Canada. The popular event featured celebrity guests like actors Dan Fogler, Ron Perlman, John De Lancie, John Rhys-Davies, and Jaleel White, as well as comic artists, authors, and professional cosplayers. The event included a large show floor with hundreds of retailers and artists promoting their creations. Wikinews’ Nicholas Moreau attended the event, taking photos of the various sights.

John Rhys-Davies broke news when he revealed that a Sliders reboot is being considered. “Jerry [O’Connell] and I are talking to NBC at the moment. The basic problem is that no one knows who owns the rights”. Their legal department had apparently been looking into the matter for two months, as of the convention weekend. Emma Caufield talked of being cast in an NBC television pilot while a recurring guest actor on Buffy the Vampire Slayer. Faced with loosing the character of Anya Jenkins, the producers finally committed to making her a regular. “It was a good day,” she recalls.

Special effects costumer Ian Campbell, whose screen credits include Star Trek: Discovery, had a booth at the convention displaying his prop replicas and cosplay items. Amidst the bustle of activity, Campbell was working on a Thanos helmet sculpt. After the convention, he told Wikinews that “it can be tough to maintain focus with so many people streaming past and along questions, but sculpting in front of a crowd at conventions is great because it allows people to see the process that goes into what I do […] it also can serve as inspiration to other to pursue their own artistic endeavors.”

Lisa Mancini has been cosplaying for two years, her “passion” for the hobby “stemmed through my love for Halloween.” She typically chooses “to portray beloved characters from childhood or strong females. I also enjoy a good gender bent cosplay to ensure a touch of uniqueness!”

Mancini told Wikinews after the event that the best part of cosplay is “bringing a character to life.” One of the characters she took on this year was Squirrel Girl, a Marvel Comics character. Mancini has been described by the Daily Hive as a “squirrel whisperer”, for the close affinity some of the animals have for her.

Stephanie Chapman has knit a variety of knit outfits, an uncommon technique for cosplay. Prompted by Ron Perlman’s visit, she wore a costume based on Hellboy character Abe Sapien, which lacks the eyeholes of her normal masks. With “Abe, I wanted to go for accuracy over comfort,” Chapman told Wikinews, a choice leaving her largely helpless without a handler. The costume “is very warm […] so I have to stay hydrated and try to keep as calm as possible. It’s just really hard to stay calm when I meet someone like Ron Perlman”. With the combination of excitement and “the stress I’m putting on my body”, she shared that she was prone to meltdown in suit.

US First Lady undergoes neck surgery

Saturday, September 8, 2007

United States First Lady Laura Bush underwent elective surgery on Saturday at George Washington University Hospital and is now “resting comfortably at the White House,” according to spokeswoman Sally McDonough. Last month, the First Lady injured her neck and shoulder during a hiking trip.

The neck surgery, called posterior cervical foraminotomy, was performed to alleviate pressure on several pinched nerves in her neck.

Laura was not able to accompany President George W. Bush for the annual Asia-Pacific Economic Cooperation (APEC) forum in Sydney, Australia because of the procedure.

The spokeswoman said the outpatient surgery was a minimally invasive procedure, and lasted about two-and-a-half hours.

After unsuccessful physical therapy treatments, doctors reportedly suggested surgery.

The First Lady reportedly spoke with the President during his trip back from the APEC forum and according to White House deputy press secretary Dana Perino “he [Bush] said she sounded very well…He looks forward to getting back to help her in the recovery.”

Airplane crashes into ocean in Micronesia

Saturday, September 29, 2018

Yesterday morning near the international airport located on Weno island of Chuuk state of the Federated States of Micronesia, Oceania a passenger airplane of model Boeing 737-800 flown by the Air Niugini carrier crashed into sea as its pilot missed the runway. All 47 people on board — by differing reports, 36 passengers and eleven crew or 35 passengers and twelve crew — survived.

The report by the international commercial aviation safety organization Jet Airliner Crash Data Evaluation Centre indicated the crash coincided with a sudden intensification of the weather conditions. timeanddate.com-supplied data from CustomWeather reported rain showers at 9:40 a.m. local time, following cloudy conditions at 8:50 a.m.

The airplane reportedly landed around 9:30 a.m. local time, short of the runway by about 160 m to 200 m (about 525 to 650 feet), according to reports. Locals immediately began to rescue the passengers and crew on fishing boats. Officials arrived after about ten minutes, according to a witness quoted by The Guardian.

In an interview, a passenger alleged the crew started panicking and yelling, The Guardian reported. A first responder, Dr James Yaingeluo, also said the airplane crew were in panic. He said, “There was a little bit [of] chaos at first because everybody was really panicked and tried to get out of the plane […] other than that we were doing as much as we can. Luckily there are no casualties.”

Yaingeluo said nine people were taken to a hospital. Four people remained in hospital, one “seriously injured”, according to reports recounted by ABC News on Friday evening.

Flight 73 was coming from Pohnpei in the Federated States of Micronesia. Its destination was Port Moresby in Papua New Guinea, with a stop at the Chuuk state.

Google to discontinue social networking application Google Wave

Thursday, August 5, 2010

File:Google Wave.jpg

Google has decided to retire the Google Wave social-networking service after one year, citing lack of user adoption.

Urs Hölzle, Google senior vice president for operations, said in a blog post that “Wave has not seen the user adoption we would have liked. We don’t plan to continue developing Wave as a stand-alone product.” Hölzle also said that as a “web app for real time communication and collaboration, it set a high bar for what was possible in a Web browser. We weren’t quite sure how users would respond to this radically different kind of communication.” Google says that it will continue the service until the end of the year.

In May 2009, Google launched Wave as a private beta. A year later, it became open to the public. Wave is an email service that integrates social media features and capabilities into emailing. It integrates IM-like features into its service. The company released components of Google Wave as open source for those to create a similar service. “The central parts of the code, as well as the protocols that have driven many of Wave’s innovations, like drag-and-drop and character-by-character live typing, are already available as open source, so customers and partners can continue the innovation we began. In addition, we will work on tools so that users easily “liberate” their content from Wave,” Google said.

New South Wales government announces ‘Bradfield’ as name for third city of Greater Sydney

Wednesday, March 17, 2021

Yesterday, the state government of New South Wales (NSW), Australia announced “Bradfield” as the name for the planned third city in Greater Sydney.

Bradfield is located at west of City of Parramatta and Sydney, in vicinity of the then currently in construction Western Sydney International (Nancy-Bird Walton) Airport. The city is to be named in honour of John Bradfield, the engineer who designed the Sydney Harbour Bridge and Sydney rail line. The name came after a public consultation earlier last year.

In a press release on the New South Wales official website, Premier Gladys Berejiklian commented on the significance of the chosen name, “Bradfield was a renowned engineer who designed and oversaw the construction of both the Sydney Harbour Bridge and Sydney’s original railway network”. “The name Bradfield is synonymous with delivering game-changing infrastructure and it sets the right tone for the area we have referred to as the ‘Aerotropolis Core’ until now”, Berejiklian added.

According to the announcement, the planned city area is more than 1 km2 (100 hectares) positioned to the north of the Bringelly suburb. In the official announcement, Premier Gladys Berejiklian wrote the city would be a “high-tech manufacturing and research hub” and it would create 200 thousand jobs. Premier Gladys Berejiklian clarified the scope of the planned city, saying “[t]his area will be transformed into a thriving city centre, home to advanced manufacturing, research, science and education and we want Bradfield to be as iconic as the existing major city centres of Sydney and Parramatta. […] What are paddocks now will be a thriving, bustling city centre offering the best job opportunities anywhere in Australia.”

Minister for Western Sydney Stuart Ayres commented on the prior public consultation and the large community involvement, saying “The number of suggestions the community put forward to ‘Name the Place’ was overwhelming and we are thrilled with the level of participation and interest this project attracted. […] We thank everyone for having their say and want to assure the community the remaining suggestions will be considered as names for streets, parks and other landmarks in the new city centre. […] I look forward to Bradfield being the first name that people think of when starting a new job, creating a new business, learning a new skill and investing in NSW.”

Per a report from Sydney Metro published in June 2020, the Western Sydney International project of the airport and the metro is planned to be inaugurated in 2026.

With some comments on social media having indicated concerns over the hotter climate in the area, Wikinews has retrieved the mean maximum temperatures for the three areas — Sydney, Parramatta, and Badgerys Creek location — and has found arithmetic mean of annual of monthly mean maximum temperatures for these locations to be 23.13, 23.8 and 24.04° Celsius, according to the data from 1996 to 2020 from the Bureau of Meteorology.

According to official data from local authorities, City of Sydney was founded in 1842 and has an area of 26.15 km2; while Sydney was converted from a penal colony in the year of 1788. Parramatta was also founded in 1788, and has an area of 84 km2.

Heavy Equipment Operator Work

Heavy Equipment Operator Work

by

Alva Mcconnell

It can gain forestry works and mining tasks. It can additionally handle and transport materials safely and quickly.

Furthermore accomplishing some demanding pursuits, it can be expected to operate or perform well even inside coarsest landscapes. This happens because its features are easily adjusted on the contour of the land being worked on. This shows that it can adapt to all manufacturing site types.

Its quality work is also complimented with quantity succeed. You can rely while on an excavator rental if you have got a number involving construction and digging tasks lined up in a day. This equipment has impressive strength that allows its operator accomplish even more in less time. And when it comes to digging, it can love deep and wide foundations even on rocky areas. The dimensions of the holes can also be adjusted to the certain depth and width needed in no time. This is something that manual digging can never offer.

Immediate weather changes or disruptions cannot even stop that machine from performing at its best. For example, hard rain pours. The machine\’s respective operator can still push through with his scheduled excavation tasks. He will never get wet so long as the cab remains properly covered. Say, the opposing weather happens. The operator would not be affected by the heat so long as being the cab is properly ventilated. This is just great for keeping on top of your excavation schedule.

Are at this point you sold to all the things that an excavator can provide you with? If yes, let me just continue with the benefit of resorting to excavator rental over buying your own heavy equipment this way. Primarily, this type of machine is very expensive. Spending a fortune about this would not be advisable most especially if there is just one or a few projects that would need their usage. If this can be the case, your equipment will just surely end up parked somewhere. This would mean a big waste of money on your part as you can no longer give it back as require the payment refund. Unless you own a big construction company or an equipment rental company, then purchasing one is a huge requirement.

.

You might be thinking, what exactly is large equipment operator? Well, a heavy equipment operator or excavator operator can be a heavy equipment operator who deals with a wide range of machinery. These machines are created to excavate or dig and yes, a shovel does indeed fit that definition but normally, it refers to fast digging heavy equipment. Even with the economy within a slump, there are occupation opportunities.

Shoveling excavators all have something in keeping – the house.

Constantly, operators start on smaller equipment and work their way through the ranks to the heavy machinery. The pay the operator receives will be based upon his work experience and the degree of difficulty of the job. In many areas, an operator must examine a formal apprentice training period so as to qualify for a position. Heavy equipment work provides a good salary and oftentimes, great benefits as well. Statistics show that engineering equipment operators held approximately 469, 300 jobs with 2008. Some worked inside construction industry.

  • Bulldozer/Crawler – This can be a type of digging unit that pushes the soil or material in one location to another location by means of a blade attached on the front of the tractor. The blade can be straight, universal or a combination of both as needed.
  • Transporting Machines Breakup with Trucks

    – This machine provides the capability to remove unnecessary material or soil faraway from the work-site to another location for disposal purposes. Many of them operate only in an off-road capacity and can now travel across all forms of different terrain. Hauling away and earning construction materials such as asphalt, gravel, earth, rock several other things is the primary usage of dump trucks.

There are other fecal material heavy-duty vehicles used inside construction industry including graders, rollers and pavers. Some drilling equipment may be required in order to dig through layers associated with rock for removal since needed.

    Pay for

Acquiring heavy construction equipment is undoubtedly a large expense for almost any company. There are different ways to obtain these items structured on each company\’s financial standing. This could include:

    • Buy new or used – Buying new equipment is actually a preferred means of acquisition of this type of machinery. The specific type and model needed can be had as a capital investment opportunity for a construction company. Hello, my name is Michael Kemp. Like other men I know feel, searching online for hours to find what I need is not fun, I was thrilled when I found an easier way to shop at Heavy Equipment. Shopping on this site is now my favorite way to shop and there are never any problems, and I find what I need to boot! For quick shopping be sure and take a look. I hope you like it and do your shopping there too.Article Source: ArticleRich.com
