Poland has called for the EU to assist curtailing what it has called human rights abuses in Belarus. Belarusian papers describe this as a ‘dirty political game’, and part of a ‘cold war’ waged on president Alexander Lukashenko.

The Belarusian Riot police with guns and dogs seized the headquarters of the Union of Poles in Belarus, an association representing the 400 thousand ethnic minority Polish people living in western areas of Belarus that were part of Poland until World War II.

Earlier this year, Amnesty International reported a “pattern of deliberate obstruction, harassment and intimidation of human rights defenders” in Belarus. Reporters Without Borders recently accused the Belarusian authorities of hounding and arresting journalists from the country’s Polish minority. Lukashenko has recently closed the country’s main Polish newspaper, printing a bogus paper instead with the same name that praised his regime. Lukashenko accused Poland of an attempt to overthrow his regime by stirring up a peaceful revolution in Belarus like the “orange revolution” in [[Ukraine last year.

The dispute between Poland and Belarus escalated further as Poland responded by recalling its ambassador from Belarus for indefinite consultations and called on the European Union to impose sanctions on the Belarusian leadership.

Polish Foreign Minister Adam Rotfeld said a clampdown is under way, aimed at destroying “all elements of political pluralism and independence” in Belarus. France expressed her solidarity with Poland on the issue of human rights in Belarus a day after the EU said it was worried about the situation in the country.

The European Union will finance radio and TV programs to be broadcasted to Belarus.

An 8.6 magnitude earthquake occurred off the Indonesian coast at 08:38:37 UTC today, causing a tsunami watch to be issued over the entire Indian Ocean.

According to the U.S. Geological Survey, the quake struck at a point 308 miles (495 km) southwest of Banda Aceh, the provincial capital, located on the northern extremity of the country’s Sumatra island, at a depth of 20.5 miles (33 km). Local media reports suggest that people in Sumatra fled from their homes and offices in fear. The 8.6 quake was followed by a quake measuring 8.2 on the Richter Scale.

The Pacific Tsunami Warning Center (PTWC) advised authorities to “take appropriate action”, stating that they were not aware whether a tsunami had occurred yet. The earthquake, initially believed to be 8.9 on the Richter Scale was later revised to be an 8.7 and finally an 8.6 quake. In reaction to the earthquake, the Indonesian disaster management agency noted that power had been shut down in Aceh. Moreover, people were being warned by sirens of the danger and were going to higher ground. Agency spokesman Sutopo said: “The electricity is down, there are traffic jams to access higher ground. Sirens and Koran recitals from mosques are everywhere.”

In its report, the PWTC issued a tsunami watch for 28 countries, including, but not limited to Indonesia, India, Sri Lanka, Australia, Myanmar, Thailand, Maldives, United Kingdom, Malaysia, Mauritius, Singapore, Bangladesh, miscellaneous Indian Ocean islands, Pakistan, Somalia, Oman, Iran, Bangladesh, Kenya, South Africa and Mozambique. They mentioned that “[e]arthquakes of this size have the potential to generate a widespread destructive tsunami that can affect coastlines across the entire Indian Ocean basin.”

The tsunami warnings were initially issued for Indonesia after the 8.6 earthquake and later issued for a further two hours after the 8.2 earthquake hit the Aceh province. The watch was lifted for Myanmar, Australia and Malaysia. Later, India too ended its tsunami watch, with a scientist at the Indian tsunami warning center noting that “the danger has passed”.

Earlier, the tremors were felt as far away as Bangkok in Thailand and south India, particularly in Bangalore and Chennai. According to locals, people left their buildings in Bangalore on feeling the tremors. The Indian National Centre for Ocean Information Service issued a red high-level warning for the Andaman and Nicobar Islands. The southeastern coasts of Andhra Pradesh and Tamil Nadu were put on lower warnings. According to Sky News, people residing near the coast were asked to move away from the sea in India. The tremors there reached upto the northern city of Kolkata. Kolkata and its surrounding areas felt tremors, also felt in North 24 Parganas and the town of Siliguri in the same state. Several people rushed out of their office as windows and doors rattled due to the quake, while some buildings developed cracks. Metro Rail services were suspended in the city, and people were asked to leave the stations.

Similar warnings were issued by the governments in Sri Lanka, where mild tremors were experienced at Colombo. The tsunami warning was however lifted after 6 p.m. local time. But the government advised people not to go close to the sea. Smith Dhamasoroja, of the National Disaster Warning Foundation, predicted that Thailand would have to face a tsunami as the earthquake was so powerful. Thai Meteorological Department deputy chief Somchai Baimoung however stated that no warning had yet been issued. Later a warning was issued in the country and subsequently lifted. In Bangladesh, two tremors were felt. But the authorities stated there was no fear of a tsunami.

Amy Vaughn of the U.S. Geological Survey told Sky News that because the earthquake was so massive, “a large body of water is disturbed by the movement of the fault”. Therefore, since the epicenter was so close to the west coast of Sumatra, “it could be devastating for the region.” In Malaysia, high-rise buildings shook for over a minute.

Indonesia straddles the Pacific Ring of Fire, a major earthquake belt. On December 26, 2004 a 9.2-magnitude earthquake in the same area triggered massive tsunami waves, killing almost 220,000 people.

North Korea’s 007, a currently very popular short movie by some Chinese netizens, mocks Kim Jong Il and his secret agent buying Hennessy XO wine from Chinese black market.

As of 3:27 AM, January 20, 2007, China Standard Time, the movie has been watched 1,993,567 times on a single site (6rooms.com) and received 1620 comments.

The talks between the North Koreans are in English; the talks between the agent and the Chinese are in Chinese (now featuring English subtitles). The story part situated in China is as follows:

The agent first went to a grocery where he didn’t find XO, then to a wine store which sells XO, but he complained about the price being much more expensive than the price quoted on the Internet. His accent surprised a girl who recognized his North Korean identity and the saleswoman rejected his buying due to “resulting UN security council penalty.” The agent left the store and a white-coated fat man (a black market wine seller) and a black-coated man followed.

The agent checked in at a hotel and received 3 phone calls; one from his commander urging him forward on the mission, one from a whore offering “special service” (to whom the agent replied with “Yes, I need, I need a bottle of XO!”), and one from the fat man asking him to go to a disco bar for XO trading. He went to the bar and watched the fat man dancing to “We Were Forced to Be Gangs” (the music is Michael Jackson’s “Beat It”). The fat man found the agent’s money was fake (which the agent explained was because North Korea wanted to “ease the pressure that the hostile West put on China for currency appreciation”) and a fight ensued. The fat man was defeated and said “Your country is not based on honesty” while the agent said in his mind, “No honesty for your revisionist country.”

The agent is about to cross the China-North Korea border and the black-coated man caught up and defeated him by breaking his “Kim Jong Il medal” (which is a devastating psychological strike to North Koreans). The black-coated man revealed himself to be George W. Bush and some Chinese bystanders questioned him on why he hung Saddam (“One Saddam is down but a million Saddams will be up!”) and drove him away. The curious Chinese bystanders accidentally broke the agent’s XO which resulted in another devastating episode. The white-coated fat man reappeared and said he saw the whole event and was impressed by the agent and gave away another bottle of XO to him.

The agent returned to North Korea and presented the XO to Kim Jong Il (on their way to Kim’s residence their eyes were covered in order not to “give the Americans a chance to pinpoint Kim’s precise location”). Kim immediately died because the wine was faked and poisonous.

On Tuesday, US-based software company Red Hat announced their plans to shift their focus away from CentOS in favour of CentOS Stream.

In the blog post Chris Wright, the Chief Technological Officer of Red Hat said Red Hat had informed the CentOS governing board that Red Hat was “shifting our investment fully from CentOS Linux to CentOS Stream”. At least five of the nine CentOS Governing Board listed on the project are Red Hat employees.

Started in 2004, CentOS has been a free-of-cost free/libre open source software which provided binary-code compatibility with Red Hat Enterprise Linux (RHEL) — Red Hat’s GNU General Public Licensed paid operating system. CentOS was absorbed into Red Hat in 2014, with Red Hat gaining the trademark rights of “CentOS”.

Red Hat also sponsors the Fedora operating system. Red Hat even gives the software engineering interns laptops with Fedora on it. Till now, software development took place on Fedora, which was later adopted in RHEL, which the Red Hat maintained and provided support for, for those customers who had RHEL subscription. CentOS would then follow RHEL to provide the same features free of cost, but without the support.

Stream was announced in September 2019, just two months after Red Hat was acquired by IBM. CentOS Stream’s development cycle had new features added to it before the features became a part of RHEL. Stream receives more frequent updates, however, it does not follow RHEL’s release cycle.

With CentOS Stream, developments from the community and the Red Hat emplyees would take place beforehand on both Fedora, and Stream as a rolling release, before those features are absorbed into RHEL. CentOS followed the release cycle of RHEL and therefore it was a stable distribution. Features available in CentOS were tried and tested by Fedora, and then RHEL maintainers. Stream, on the other hand, has features added to it before those features become a part of RHEL. That implies Stream would be ahead of RHEL’s development, containing new features which are not yet tried and tested by RHEL developers, and not be binary code-compatible with RHEL.

Writing “The future of CentOS Linux is CentOS Stream”, Wright further wrote in the announcement, CentOS Stream “provides a platform for rapid innovation at the community level but with a stable enough base to understand production dynamics.” Wright also said, “CentOS Stream isn’t a replacement for CentOS Linux; rather, it’s a natural, inevitable next step intended to fulfill the project’s goal of furthering enterprise Linux innovation.”

Since the announcement was made, many people expressed their anger on Internet Relay Chat (IRC), Reddit and CentOS project’s mailing list. CentOS 8’s End of Life (EOL) has been moved up from May 2029 to December 31, 2021, while CentOS 7 is expected to receive maintenance updates through June 2024, outliving CentOS 8.

Gregory Kurtzer, who had started the CentOS project, announced a new operating system, Rocky Linux. Rocky Linux describes itself as “a community enterprise Operating System designed to be 100% bug-for-bug compatible with Enterprise Linux”. The project said “Rocky Linux aims to function as a downstream build as CentOS had done previously, building releases after they have been added to the upstream vendor, not before.” The project maintainers have not decided a date for when the operating system will be released.

Kurtzer explained the reason to call the OS as Rocky Linux: “Thinking back to early CentOS days… My cofounder was Rocky McGaugh. He is no longer with us, so as a H/T [hat tip] to him, who never got to see the success that CentOS came to be, I introduce to you…Rocky Linux”.

This past Sunday, Illinois Governor Pat Quinn signed into law a bill known as “Rocky’s Law” that requires Illinois high schools, through the local school district, to buy catastrophic injury insurance up to US$3 million or medical costs for up to five years, whichever one comes first, that covers student athletes. The insurance must cover student athletes while they are competing.

The legislation was named after Rasul “Rocky” Clark. In 2000, the Eisenhower High School football player became paralyzed from the waist down as a result of a tackle during a game. His school based health insurance covered the costs of his medical treatment. A legislator sponsoring the bill noted that the need for this type of insurance is rare. Clark’s mother attended the legislation signing. Her son died last year.

Before parents can claim money from school insurance, they first must pay out US$50,000. Schools have until January 1, 2014 to comply with the law. Schools cannot charge students more than US$5 to defray the cost of insurance. If a school district already requires student to be covered through private health insurance, they are exempted from this law.

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.

Members of Australia’s Health Services Union (HSU) will go on strike in Victoria next week in a dispute over stalled wage and career structure negotiations. Over 5000 physiotherapists, speech pathologists and radiation therapists will walk off the job next week, effectively closing the state’s 68 largest health services.

The strike will force the closure of intensive care units and emergency departments across the state.

It is feared the strike could continue into Easter.

National secretary of the HSU, Kathy Jackson said admissions would be crippled, while intensive care patients would have to be evacuated to New South Wales, Tasmania and South Australia as hospitals will not be able to perform tests or administer treatment.

“When an ambulance shows up you can’t admit a patient without an X-ray being available, you can’t intubate them and you can’t operate on them,” she said.

“If something goes wrong in an ICU you need to be able to X-ray, use nuclear medicine or any diagnostic procedure,” said Ms Jackson.

Ms Jackson said the HSU offered arbitration last year, but the state government refused. “They’re not interested in settling disputes, they hope that we are just going to go away.”

“We’re not going away, we’ve gone back and balloted the whole public health workforce in Victoria, those ballots were successful, 97 percent approval rating,” she said.

The HSU is urging the government to commence serious negotiations to resolve the dispute before industrial action commenced.

The government has offered the union a 3.25 per cent pay increase, in line with other public sector workers but the union has demanded more, but stopped short of specifying a figure.

Victorian Premier John Brumby said the claim would be settled according to the government’s wages policy. “The Government is always willing and wanting to sit down and negotiate with the relevant organisations . . . we have a wages policy based around an increase of 3.25 per cent and, above that, productivity offset,” he told parliament.

The union claims it is also arguing against a lack of career structure, which has caused many professionals to leave the health service. Ms Jackson said wages and career structures in Victoria were behind other states.

Victorian Opposition Leader Ted Baillieu said he was not in support of the proposed strike and called on the government to meet with unions. “There could not be a more serious threat to our health system than has been announced today.”

“We now have to do whatever is possible to stop this strike from proceeding,” he said.

The opposition leader will meet with the union at 11:30 AM today.

Victorian Hospitals Industry Association industrial relations services manager Simon Chant said hospitals were looking at the possible impact and warned that patients may have to be evacuated interstate if the strike goes ahead.
