US Senate advances health care reform bill

The US Senate has voted by 60 to 40 votes to close debate on landmark health care reform legislation backed by President Barack Obama but unanimously opposed by Republican lawmakers. Now, the divided chamber appears to be heading towards a vote to pass the bill on Thursday.

All 100 senators were gathered in the Capitol building for a key procedural vote on health care reform legislation. All 58 Democrats in the Senate, plus the two independents who normally vote with them, voted for cloture, which limits the length of debate. All forty Republicans unanimously opposed the cloture.

The bill would extend health insurance coverage to 30 million US residents who currently lack it, and forbid insurance companies from practices such as denying coverage due to pre-existing conditions. Most residents would be required to purchase health insurance for the first time, with subsidies provided to those who cannot afford it.

“We’ll get this [bill] passed before Christmas and it will be one of the best Christmas presents this Congress has ever given the American people,” said Democratic senator Tom Harkin.

“This country, the greatest and richest the world has ever seen, is the only advanced nation on earth where dying for a lack of health insurance is even possible,” said Senate Majority leader Harry Reid.

Most Republicans, however, said they believed the bill is too expensive and would not correct the current problems with the US’s health care.

If the bill passes in the Senate, that version will have to be merged with a more liberal version passed by the House of Representatives which includes a government-run alternative, not included in the Senate version.

8 Top Tips To Create The Perfect Arrangement Of Wall Art

What is the single most effective way to add wall art to a room? Unfortunately, no magical method exists. However, we can experiment to determine which blend of methods will create a perfect arrangement of art that complements other decor in the room The key is to keep trying and tweaking different techniques, until you find the right ones for a particular room. Here are some methods that you should add to your repertoire:

1. Use asymmetrical arrangements for a more casual appearance

This is a real eye-catching way to arrange such an art. Ironically, you can still create an appearance of balance for the overall wall.

2. Create a vertical line of wall art

You could create a vertical line with actual picture frames. Stack one picture above the other one, to create a sense of height on a wall. However, even items within framed pictures, could help to create this type of arrangement.

3. Use an offset display for an informal appearance

This is an asymmetrical version of the diagonal line. It creates some excitement on the wall, without the symmetry of a diagonal line.

4. Make small pieces of art seem larger

By arranging small pieces of wall art (i.e. iron art) in groups, you can make them appear larger. For instance, use several pieces to envelop a single piece of roughly the same size. You could place three pieces of one type of wall art, above or below another type. Create either a U or upside-down U around the second type of art.

5. Use symmetry arrangements to create order and balance

Typically, this technique creates a soothing and pleasant effect. Some methods include placing two smaller items on either side of a larger item. Another option is to place two pieces of one wall art type, on either side of a different type of art.

6. Use a diagonal line to create some zing

This can involve both the wall art items themselves, and in the case of wall art such as framed pictures and shadowboxes – the items inside the pictures. Using this method creates some extra pizzazz to the arrangement. It is ideal for areas such as stairways.

7. Create a horizontal line of wall art

This method is most effective with symmetrical frame pictures. However, you could also use it for other pieces of wall art (such as iron wall art), which are roughly the same size. When using framed wall art, creating a horizontal line will help a narrow room to appear lengthier.

8. Create a box with frames of different sizes

For framed pictures and shadowboxes, you can create a box, by forming a square or rectangular shape using the borders of frames of different sizes. This is an excellent way to offset pieces of different sizes – to create a balanced appearance.

New Zealand prisoners do nothing says National party

Figures released by Simon Power, law and order spokesman for the National party, show that the New Zealand Labour led government lets 81% of all prisoners not do any work while in prison. Newspaper, Sunday News says that some Christchurch prisoners have been given a barbecue for good behavior.

Simon Power’s figures show that of the 7,612 prisoners only 19% (1,470) of them took part in Corrections Inmate Employment during 2006. But in 2005 it was at 23% and in 2004 it was at 26%. He says that the prisons with the least amount of inmates working are: Rolleston with 8.6%, Mount Eden with 8.7%, Rimutaka with 11%, Christchurch Women’s with 13.5% and Dunedin with 13.8%. Mr Power said: “These figures are an appalling indictment on this Government’s approach to prisoner rehabilitation and preparing them for release.”

“In May, Corrections Minister Damien O’Connor announced a strategy that he said would help in ‘significantly increasing the number of prisoners in work and training. But a week later this was shown to be nothing more than window dressing when the Budget increased funding for prisoner employment by a measly $336,000 – up 1%.”

“They have cut funding [on the Corrections Department] by 27% since 2001/02, from $46.5 million to $34 million.”

Mr Power blames the low work rate on the big prison construction budget of $490 million. “There would have been more than a miserable $336,000 extra to spend on effective rehabilitation and work schemes,” he said.

“[Mr O’Conner] seems happier to spend $11 million on landscaping four new prisons and allow prisoners to sit around playing Playstations and Xboxes on their flat-screen TVs than he is about helping them get better prepared for when they are released.”

“Prisoners should be doing meaningful work, training or study while they are in prisons, and I imagine the public would agree,” Mr Power added.

Mr Power, commenting on the barbecue, said: “These people are in prison because they were found to be in serious breach of the law. The victims of their crimes will be grossly offended by the idea that they are being rewarded for anything. This is the just the latest in a long line of incredibly bad decisions made by the Corrections Department over the past year and taxpayers have had enough.”

Bevan Hanlon, president for the Corrections Officers Association, said: “The Mobsters getting a BBQ was a “joke”. (Christchurch Prison) staff are reporting the smell of dope every day. Mobsters are threatening staff on a daily basis and there appears to be high cellphone use (mobile phones are banned in jail). So what happens? They are given a BBQ.”

Scientology protest group celebrates founder’s birthday worldwide

The Internet group Anonymous today held further protests critical of the Church of Scientology.

The global protests started in Australia where several hundred protesters gathered at different locations for peaceful protests.

In a global speech, the Internet protest movement said Scientology “betrayed the trust of its members, [had] taken their money, their rights, and at times their very lives.” The protesters welcomed the public interest their protests have led to, and claimed they witnessed “an unprecedented flood of Scientologists [joining] us across the world to testify about these abuses.” The group said it would continue with monthly actions.

In a press statement from its European headquarters, Scientology accused the anonymous protesters of “hate speech and hate crimes”, alleging that security measures were necessary because of death threats and bomb threats. This also makes the Church want to “identify members” of the group it brands as “cyber-terrorists”.

Wikinews had correspondents in a number of protest locations to report on the events.

Anonymous states that the next protest is scheduled to take place on April 18, which happens to be the birthday of Suri, the daughter of Tom and Katie Cruise.

Valuable paintings stolen from Greek gallery

Art thieves in Greece broke into the Athens National Gallery on Monday and stole three valuable works of art.

Among them was a painting by famous Spanish painter Pablo Picasso, dated 1939, called Woman’s Head which was a gift to the Greek people for their resistance to the Nazis during World War 2. The other two works were Mill by Piet Mondrian and a sketch of St. Diego de Alcala by Guglielmo Caccia. A fourth painting, Landscape, also by Piet Mondrian was dropped by the thieves when pursued by security. All three works stolen were stripped from their frames.

The police stated multiple alarms during the evening of the heist in other parts of the building had distracted the gallery guard. Investigating yet another alarm, he saw the shadow of a fleeing individual. Citizen’s Protection Minister Christos Papoutsis apologized for the loss, citing that the security at the gallery was “non-existent”.

The value of the works stolen was not yet determined by gallery officials. The artwork in question was on display at the gallery as part of an exhibition called “Unknown Treasures”, including works of Albrecht Durer and Rembrandt.

Final launch of Space Shuttle Discovery delayed until at least Thursday

Space Shuttle Discovery’s final launch on the STS-133 mission to the International Space Station has been delayed at least an additional day. Launch is now targeted for 3:29 PM EDT on Thursday.

The launch was originally scheduled for this past Monday, but was delayed two days because of helium and nitrogen leaks on board the shuttle.

Technicians are now working to repair technical glitches discovered yesterday on a main engine control computer.

The weather outlook, however, appears to be unfavorable for the new targeted launch day; there is an 80 percent chance of undesirable weather, according to the NASA space shuttle weather officer Kathy Winters.

The mission management team (MMT) is meeting today to discuss and troubleshoot Discovery’s newfound electrical problems.

STS-133 is scheduled to be an 11-day mission to the International Space Station to ship supplies to the crew, as well as additional components for the orbital outpost’s construction, including the Permanent Multipurpose Module and the third of four ExPRESS Logistics Carriers. The mission is the 133rd of the Space Shuttle Program and the 39th of Discovery.

A recent field survey by NBC (NY Times, October 17, 2008) found free Internet streaming TV viewership to be gaining on conventional television – cable, satellite and terrestrial broadcast. By surpassing the quarter mark of total viewing of NBC s TV episodes as yardsticks, NBC has shown that there s no stopping Internet TV now. As with email, messaging, conferencing and telephony, Free TV on PC will soon become a standard internet feature.

Boosted by power-packed PCs, multi-media peripherals and broadband transmission, all the historical setbacks upon Internet TV are now a thing of the past. The volume of internet users has also long exceeded the critical mass level for the economy of scale in both technological and commercial terms. This is well-demonstrated by the wide spectrum of industries already exercising a footprint on the web so why not Television?

The most well-known versions of television available on the net today are Internet TV, IPTV (Internet Protocol Television), Broadband TV and User Generated Content TV. They may be known by different names but basically, Internet TV is free and unrestricted video streaming, IPTV is a type of commercial TV entertainment, Broadband TV is similar to Internet TV but more Internet than TV as compared to the former which is relatively more TV than Internet and User Generated Content TV is short-clip type streaming best depicted by YouTube.

Like the other free services that are already in existence on the net such as email, messaging , Internet TV is without question a win-win proposition for both providers and users. It s essentially another platform of the media industry and this one is low-cost and easy entry for providers, not to mention it already enjoys an enormous patronage, and growing. Viewer-wise, it s even harder to ignore the deal especially for those with the internet habit and routine in their daily life.

It s not uncommon to see people multi-tasking TV and PC these days, especially among the young. Sometimes, it s even purportedly necessary for their new-breed work or studies. Most if not all modern offices and homes have internet wired PCs anyway. So wouldn t streamlining the two activities into one be but only common sense? Plus with this, viewers are not the only one globally mobile, so will be their TV programming too!

True to form of the dynamic world of internet, the web is already inundated with free TV on PC of all shapes and sizes. Many are expectedly quite worthless. Fortunately, the supporting industries have not disappointed either. There is no shortage of computer programs retailing on the net itself that can pick out and organize the choice TV programming for you with their proprietary software. A handful of the industry pioneers are excellent value at only a fraction of what the big-time cable and satellite providers cost.
