First arrests made in Singapore for possession of New Psychoactive Substances

Sunday, May 4, 2014

The Central Narcotics Bureau (CNB) of Singapore announced yesterday the first arrests made following the listing of New Psychoactive Substances (NPS) as Class A controlled drugs on Thursday, under the First Schedule of the Misuse of Drugs Act. The suspects, two unnamed male Singaporeans, aged 22 and 23, were reportedly arrested at a shopping center in Tampines on Friday evening for possession of synthetic cannabis, also known as “K2”. Authorities recovered 71.7 g of the drug from the suspects.

Under suspicion from the CNB that the 22-year-old suspect was engaged in trafficking of the illegal substance, a further search of his home yielded an additional 22.3 g of synthetic cannabis, raising the total amount of the drug confiscated following the arrests to 94 g.

Synthetic cannabis, listed as an NPS, and known as a “legal high”, is one of a group of designer drugs created to stimulate the effects of controlled drugs including cocaine, Ecstasy, methamphetamine, and heroin. The CNB has linked NPS abuse to symptoms including severe intoxication, hallucinations, paranoia, seizures, cadiovascular problems, renal failure, and death.

Typically having chemical structure very similar but slightly different from controlled drugs, these substances have been illegalized, and their possession, consumption, trafficking, and manufacturing now carry penalties comparable to that of controlled drugs. Last year, under the Fifth Schedule of the Misuse of Drugs Act, designed to study NPSs before their illegalization, they could be confiscated by authorities, but no further penalty would be levied.

The changes to NPS status follow increases over the past year in NPS trafficking and consumption, according to the CNB. Commenting on the move, a spokesperson for the CNB revealed the organization has reported at least thirty NPS seizures in the period from last May through this February. “Thus far,” the spokesperson noted, “synthetic cannabinoids and synthetic cathinones are the two more commonly detected NPS”.

Termed an “alarming new drug problem” by the United Nations Office on Drugs and Crime, its World Drug Report 2013 indicated an increase to 348 NPSs in 2013, up from 251 in 2012. Capitalizing on their legality — which no longer holds in Singapore — NPSs have been known as “legal highs”, “research chemicals”, “plant food”, and “bath salts”.

Commenting on the illegalization of NPSs, Ng Ser Song, the director of the CNB, had this to say. “The drug situation is challenging and the number of repeat drug abusers and young drug abusers remains a concern. With the abuse and trafficking of NPS on the rise, listing these new psychoactive substances as Class A controlled drugs signals our unequivocal stance that these substances are illegal and no different from other controlled drugs.”

Under the recently enacted First Schedule of the Misuse of Drugs Act, if found guilty of drug trafficking, the 22-year-old suspect may be penalized with a minimum of five years in prison and five strokes of the cane. The act also allows the possession or consumption of New Psychoactive Substances to be punished with a maximum of 10 years imprisonment and/or a $20,000 fine.

Pandora Bracelets The Story Behind The Beads

By Rich Jarrott

Pandora bracelets offer a large range of colourful beads. But what do you really know about the precious stones that make up these stunning Scandinavian designs?

A diamond is a transparent crystal of tetrahedrally bonded carbon atoms that crystallizes into the diamond lattice. Diamond is the hardest known natural material on the Mohs scale of mineral hardness, Diamond has a hardness of 10 (out of 10) on this scale.

Because it can only be scratched by other diamonds it maintains its polish extremely well. it is well-suited to daily wear because of its resistance to scratchingperhaps contributing to its popularity as the preferred gem in engagement or wedding rings, which are often worn every day.

Another popular stone in the Pandora bracelets range are opals. Australia produces around 97% of the world’s opals. The world’s largest and most valuable gem opal “Olympic Australis” was found in August 1956 at the “Eight Mile” opal field in Coober Pedy. It weighs 17,000 carats (3450 grams) and is 11 inches (280 mm). It is valued at AUD$2,500,000. Opals can come in a variety of colours, but those used in jewellery such as Pandora bracelets are commonly pink.

Also popular are beads featuring pearls. These hard objects are produced within the soft tissue of a living shelled mollusk. A pearl is made up of calcium carbonate in minute crystalline form, which has been deposited in concentric layers. The ideal pearl is perfectly round and smooth, but many other shapes of pearls occur.

The most valuable pearls occur spontaneously in the wild, but they are extremely rare. These wild pearls are referred to as natural pearls. Cultured or farmed pearls from pearl oysters and freshwater mussels make up the majority of those that are currently sold. Pearls are harvested and cultivated primarily for use in jewellery, but in the past, they were also stitched onto lavish clothing or crushed and used in cosmetics, medicines and in paint formulations.

One traditional stone featured in jewellery is quartz. The material is the second most abundant mineral in the Earth’s l crust and is known chemically as siliconoxygen tetrahedra or SiO2.

There are many different varieties of quartz, several of which are semi-precious gemstones. Especially in Europe and the Middle East, varieties of quartz have been since antiquity the most commonly used minerals in the making of jewellery.

The gemstone Tourmaline is also used in Pandora bracelets. This is a crystal boron silicate mineral compounded with chemical elements such as aluminium, iron, magnesium, sodium, lithium, or potassium. The gemstone can be virtually any colour and this is determined by the chemical elements enveloped within the stone. Tourmaline used in Pandora bracelets comes in a wide variety of colours. The name comes from the Sinhalese word “Thuramali” which is applied to the many different gemstones found in Sri Lanka.

Quartz is an ever-present material in jewellery making, so it is of little surprise that Amethyst is a violet variety of quartz. Amethyst occurs in large geodes within volcanic rocks.

The name comes from the Ancient Greek for the words not intoxicated a reference to the belief that the stone protected its owner from drunkenness; the ancient Greeks and Romans wore amethyst and made drinking vessels of it in the belief that it would prevent intoxication.

The ancient Egyptians used amethyst as a gemstone while medieval European soldiers wore amethyst amulets as protection in battle the reason for this being that amethysts are believed to heal people and keep them cool-headed.

Chula Vista, California becomes model for blight control laws in the US

Tuesday, October 14, 2008

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Wikinews interviews former Salt Lake City mayor and 2012 presidential candidate Rocky Anderson

Wednesday, December 21, 2011

Former Salt Lake City mayor and human rights activist Rocky Anderson took some time to discuss his 2012 U.S. presidential campaign and the newly-created Justice Party with Wikinews reporter William S. Saturn.

Anderson served as mayor of Salt Lake City for eight years (2000–2008) as a member of the Democratic Party. During his tenure, he enacted proposals to reduce the city’s carbon emissions, reformed its criminal justice system, and positioned it as a leading sanctuary for refugees. After leaving office, Anderson grew critical of the Democratic Party’s failure to push for impeachment against President George W. Bush, and for not reversing policies on torture, taxes, and defense spending. He left the party earlier this year and announced that he would form a Third party.

Anderson officially established the Justice Party last week during a press conference in Washington D.C.. He proclaimed “We the people are powerful enough to end the perverse government-to-the-highest-bidder system sustained by the two dominant parties…We are here today for the sake of justice — social justice, environmental justice and economic justice.” The party promotes campaign finance reform and is attempting to appeal to the Occupy Wall Street movement. It is currently working on ballot access efforts, and will hold a Founding Convention in February 2012 in Salt Lake City.

Among other issues, Anderson discussed climate change, health care, education, and civil liberties. He detailed his successes as mayor of Salt Lake City, stressed the importance of executive experience, and expressed his views on President Barack Obama and some of the Republican Party presidential candidates. He spoke in depth about former Massachusetts governor Mitt Romney, with whom he worked during the 2002 Winter Olympics, and fellow Utahan, former governor and U.S. ambassador to China Jon Huntsman, Jr..

Technology giant Microsoft completes acquisition of GitHub

Monday, October 29, 2018

On Friday, US-based technology giant Microsoft confirmed acquisition of software code hosting and version controlling website GitHub. The announcement was made by Microsoft via their official blog, which also mentioned Nat Friedman was to become new Chief Executive Officer of GitHub.

Microsoft had announced plans to acquire GitHub for a price of 7.5 billion US dollars (USD) on June 4. On October 19, the European Union’s regulators approved the acquisition. According to the June announcement, Microsoft was to pay the amount in stock.

After Microsoft made the announcement, Microsoft CEO Satya Nadella tweeted, saying, “I’m thrilled to welcome GitHub to Microsoft. Together, we will continue to advance GitHub as a platform loved by developers and trusted by organizations.”

In a GitHub blog titled “Pull request successfully merged. Starting build…”, Nat Friedman said making the platform “accessible to more developers around the world” as well as “[r]eliability, security, and performance” were in “top of mind for” them. He also stated, “GitHub will operate independently as a community, platform, and business” and “will retain its product philosophy”, keeping “its developer-first values”. He also wrote today was to be his first day as GitHub’s CEO.

Friedman was previously the CEO of Xamarin, a software company that allows developers to create native iOS, Android and Windows phone applications written in the C# programming language. Microsoft acquired Xamarin in 2016.

According to Friedman’s blog, GitHub is used by more than 31 million developers worldwide. Technology giants including companies like Airbnb, Apple, Google, Facebook and Microsoft itself have been using GitHub for their open-source projects. However, on May 31, days before Microsoft announced plans for GitHub acquisition, desktop environment software GNOME completed moving from GitHub to GitLab, another software code sharing, hosting and version control providing website, a competitor of GitHub.

Why You Need A Personal Injury Attorney Working For You

May, 2013 byadmin

Not all injuries that you receive are going to require the assistance of an attorney. Contrary to what you might believe, or what you may have seen on television, certain injuries are caused by accidents that aren’t due to negligence. However, if you’ll been injured because of the negligence of someone else and you don’t feel like you’re being treated fairly by the individual or the insurance company that’s involved, it may be time to consider hiring a Spotsylvania County Personal Injury Lawyer.

One of the biggest mistakes people make when they feel that they are not being treated fairly by an individual, business or an insurance company is they try to take matters into their own hands. With an individual, or even a business, this approach may work. However, if you’re dealing with a large business, or you’re dealing with an insurance company, the worst thing you can do is try to handle things on your own. Insurance companies have experience negotiating settlement issues, and if you don’t have any experience, these insurance companies may very well eat you alive.

A personal injury attorney is somebody who has experience dealing with individuals, businesses and especially insurance companies. They know when an insurance company is trying to protect their own interests by offering less money, and they know how to negotiate on your behalf to get you the best settlement possible.

However, while there are many things to look for in a personal injury attorney, the most telling factor in hiring an attorney agrees that they will only get paid if you do. While this not be standard operating procedure for all attorneys, it isn’t an uncommon arraingement for personal injury lawyers.

If your case is good enough, a personal injury attorney will take your case on a contingency basis. If they ask for a great deal of money up front, either they don’t fully believe in your case or they may be looking for your money while not being terribly interested in how your case turns out.

If you’ve been injured and you’re considering filing a lawsuit against an individual, business or an insurance company, remember not to go it alone. Even if you had experience in this arena, the best thing you can do is hire a Spotsylvania County Personal Injury Lawyer to represent you and all negotiations in all dealings with the at fault parties. New Ghanaian currency introduced

Tuesday, July 3, 2007

New currency notes are being introduced in Ghana today. The new currency, to be called the Ghanaian cedi, replaces the previous cedi which has been in circulation since 17 February, 1967.

The Ghanaian cedi will be exchanged at 10,000 old cedis to one new Ghanaian cedi. The exchange rate against the U.S. dollar starts at GH¢0.92 to one U.S. dollar. The new ISO code for the currency is GHS, and the new symbol, GH¢.

The change, which was originally scheduled by the Bank of Ghana to start on July 1, 2007, will instead start on Tuesday July 3, as the original date is Ghana’s Republic Day.

Monday, July 2, was declared a public holiday as the actual Republic Day fell on a Sunday. July 3, is thus the first day that the currency will be available to the public as banks open to the general public. This is because ATMs were shut down over the weekend so that the currencies could be checked and replaced in all of them nationwide. The old and new currencies will be used concurrently until the end of December 2007, when the old currency will cease to be legal tender.

This is the third Ghanaian cedi to be introduced in the country since 1965.
