Crossrail set to only compensate £50 for land rights, London, UK

The British Parliament approved the first stage of the new Crossrail underground railroad through London as a £15 billion construction project earlier this month. Crossrail is the first major new train line to be built in London in decades.

The rail line being implemented as a hybrid bill in Parliament. After a second reading in Parliament, it was voted upon and decided that the government will commit to the project so that the line will be built.

The next issue before Parliament of to ensure that the implementation of the bill so it is consistent with private interests of neighborhoods to be affected by Crossrail. This is when residents can petition Parliament to change the way the line is constructed.

As a result of construction of the Crossrail line, hundreds of homes will have new tunnels excavated beneath them.

On contacting Crossrail, they have indicated approximately £50 will be offered to each landowner to buy all the land rights-of-way to build the train tunnel more than 9 meters below the residential buildings. The average value for properties in the affected areas is £350,000.

Under UK compulsory purchase laws to be used in this bill, the residents are entitled to the difference in the value of the whole property with and without a tunnel under it. If the offer given by Crossrail is not accepted by any of the residents, the residents can take the case to the Land Tribunal, where the fair value will be established.

This however, could be cost prohibitive. Crossrail does not indicate that it will attempt to assign a fair value in the original offer and instead is only going to offer around £50 per property in the hope that not many people take the matter to the Land Tribunal.

OpenOffice.org 3.0 released by Sun Microsystems

Sun Microsystems released version 3.0 of its free and open source (FOSS) office suite Openoffice.org on Monday. It has been reported that the new version comes with a number of performance enhancements and new features. Openoffice.org 3.0 now claims to work out of the box in Mac OS X as a native Aqua application.

News sources report the official download servers of OpenOffice.org crashed soon after the release due to heavy downloads. Downloads are however available from a number of mirror sites.

As government after government, enterprise after enterprise adopt the Open Document Format, they frequently adopt OpenOffice.org and love it. With 3.0, the application is more interoperable with MS Office, more capable, more extensible. It frees the desktop from vendor lock-in.

Openoffice.org 3.0 suite includes spreadsheet, word processor, equation editor, presentation tool, relational database and vector drawing software. Full interoperability is available for Microsoft Office 98/XP formats, but offers read only support for OOXML file formats. This version supports the new ODF 1.2 document format. The software is available for many platforms including Linux, Microsoft Windows and Mac, as well as in multiple languages.

Users report OpenOffice.org 3.0 has introduced a new graphical and text-based hybrid equation editor, a mail merge wizard, improved label templates and better interface for outlining. Solver, a spreadsheet add-on for combinatorial optimization problems is included in this version.

Other enhancements highlighted by enthusiasts include collaborative options that allow multiple users to edit documents at the same time and improved drawing and charting tools. OpenOffice.org 3.0 can now display multiple pages during editing and workbooks up to 1024 columns in each spreadsheet.

The download size of OpenOffice.org 3.0 is 163 MB for Mac and requires OS X Tiger or later and an Intel Mac. The installer for Windows is about 145 MB in size.

NYSE to merge with Archipelago; NASDAQ to buy Instinet

New York Stock Exchange (NYSE) announced last Wednesday that it has agreed definitively to merge with Chicago-based Archipelago Exchange (ArcaEx) and form a new publicly traded, for-profit company known as NYSE Group. This announcement was followed two days later by NASDAQ®, which independently announced a definitive agreement to purchase Instinet Group.

Archipelago and Instinet are innovative e-trading (electronic trading) companies, and formerly were the two largest American rivals to NYSE and NASDAQ, in recent years taking increasingly large portions of their market share. The Securities and Exchange Commission (SEC) and other regulatory agencies still have to review and approve the transactions, particularly with respect to US securities law and antitrust law, in order to ensure that the marketplace remains lawful and competitive.

Other pending issues for NASDAQ include obtaining the approval of Instinet shareholders, as well as customary closing conditions. NYSE must obtain the approval of its members and Archipelago shareholders.

These changes, a reaction to increased e-trading competition and a changed regulatory environment, will result in NASDAQ and NYSE trading each other’s shares and attempting to grab market share, which many hope will drive down transaction costs and ultimately benefit consumers. However, at least one commentator, Dan Ackman writing in Forbes, has noted that the trading commission at the NYSE currently averages less than a nickel (US$0.05) per share, and was less enthusiastic about potential efficiency gains from electronic trading at the exchange.

The transactions are also intended to make the two leading American stock exchanges more globally competitive with such exchanges as the London Stock Exchange, the Frankfurt Stock Exchange, the Toronto Stock Exchange, and the Australian Stock Exchange located in Sydney.

Egyptian treasures found in ancient tomb

A team of archaeologists excavating an Ancient Egyptian tomb have discovered golden jewelry in a recently-discovered lower chamber at the Valley of the Kings burial site in Luxor, Egypt.

Two golden rings and five golden earrings were found in the tomb of Djehuty, an 18th-dynasty official of Queen Hatshepsut, and were probably the property of Djehuty or his family.

The discovery was announced by Farouk Hosni, Egypt’s current Minister of Culture.

Djehuty was overseer of the treasury and overseer of works for the Queen. Hatshepsut reigned approximately 1479–1458 BCE. Djehuty was responsible for managing the huge amounts of precious goods brought in from Egypt’s military expedition to Punt in the Horn of Africa and the vast building projects of Hatshepsut which have made the female pharaoh one of the most-remembered of any from ancient Egypt.

Djehuty died after Hatshepsut did, sometime during the reign of Thutmosis III. Both Hatshepsut’s and Thutmosis’s names are recorded on the tomb. In a fashion typical of ancient Egyptian rivalries, Hatshepsut’s name was partly obscured on the monument over the tomb sometime after the queen’s death.

The team, led by José Manuel Galán of the National Research Center (Consejo Superior de Investigaciones Científicas, CSIC), in Madrid, Spain, had been excavating the tomb, designated TT11 and located in the necropolis of Dra’ Abu el-Naga’, since 2002. While much of Djehuty’s funerary equipment was lost to fire in antiquity, the lower chamber of his tomb was concealed at the end of a three-meter shaft and discovered at the end of 2008.

A superficial description of the tomb itself was recorded almost two hundred years ago by 19th-century French Egyptologist Jean-François Champollion, rubble blocking the entrance hindered excavation until the 21st century. In that time, emphasis in Egyptology has changed from the cataloging of treasures to the investigation of ancient culture, life and religion.

Since excavation began, Djehuty’s tomb has yielded a number of surprises. It was discovered that the tomb was re-used repeatedly up to and during the Greco-Roman period. There is an unusual face-on depiction of pharaoh Thutmosis III hunting ducks, and the mummy of a young, bejewelled, as-yet unidentified woman.

In 2007, 44 preserved bunches of flowers thought to be from Djehuty’s funeral were found in the site. In their 8th season of excavation, which ended on February 22, 2009, the team also found considerable evidence that below Djehuty’s tomb is a network of burial sites from the 11th dynasty, four thousand years old.

The lower chamber also displays passages from the Egyptian funerary text the Book of the Dead on its walls and a colorful mural of the goddess Nut, an embodiment of the heavens, on the ceiling. The names of Djehuty and his parents were also intact in the second chamber; the names were defaced in the previously-known first chamber of the tomb, which had also been looted.

According to a press release from Dr. Zahi Hawass, Secretary General of Egypt’s Supreme Council of Antiquities, Djehuty’s tomb is only the fifth known decorated burial chamber of the 18th dynasty. An additional unusual feature of the tomb is that its upper chamber is decorated in relief, rather than simply paint. When the excavation is completed, Dr Galán’s team plans to open the site to the public as the carved stoneworks will not be destroyed by tourists’ activities as paint would.

The identification of Djehuty is a complicated one, as a number of officials of the 18th dynasty bore the name, including a general and several governors. The name itself is an alternate transliteration of the name of the Egyptian god usually written in English as Thoth.

Texas wildfires push public resources to the limit

A rash of wildfires in Texas in recent days has left many fire departments stretched thin on resources. Officials say firefighters handled over 18,000 wildfires in the state thus far in 2011; in a recent week there were nearly 200. President Obama declared Texas a disaster area recently.

A number of wildfires around the state have struck near or even within populated areas. One of the worst fires yet struck near the city of Bastrop. That fire alone destroyed 45 square miles of land and over 700 residences, according to the Texas Forest Service.

Wes Johnston, a captain with the Chandler Fire Department, told Wikinews that earlier this month, his department spent 7 hours extinguishing a single blaze near Brownsboro. Captain Johnston, who is also an accountant, explained that the excessive number of fires has placed stress on his department’s ability to cope with the demands. “Most volunteer fire departments [depend on] donations, completely; and donations have been down due to the economic conditions.” He went on to describe how fuel and maintenance costs put further strain on most departments’ ability to function effectively. “Even the cities have a set budget, for the paid departments, so they don’t factor in a’ lot of the variables for these types of incidents.”

Some volunteer firefighters in the eastern part of the state have averaged 2–3 hours of sleep per night recently, due to heavy demands. Even spouses of some firefighters have voiced concern over workloads.

Valuable paintings stolen from Greek gallery

Art thieves in Greece broke into the Athens National Gallery on Monday and stole three valuable works of art.

Among them was a painting by famous Spanish painter Pablo Picasso, dated 1939, called Woman’s Head which was a gift to the Greek people for their resistance to the Nazis during World War 2. The other two works were Mill by Piet Mondrian and a sketch of St. Diego de Alcala by Guglielmo Caccia. A fourth painting, Landscape, also by Piet Mondrian was dropped by the thieves when pursued by security. All three works stolen were stripped from their frames.

The police stated multiple alarms during the evening of the heist in other parts of the building had distracted the gallery guard. Investigating yet another alarm, he saw the shadow of a fleeing individual. Citizen’s Protection Minister Christos Papoutsis apologized for the loss, citing that the security at the gallery was “non-existent”.

The value of the works stolen was not yet determined by gallery officials. The artwork in question was on display at the gallery as part of an exhibition called “Unknown Treasures”, including works of Albrecht Durer and Rembrandt.

At Thanksgiving dinner David Shankbone told his white middle class family that he was to interview Reverend Al Sharpton that Saturday. The announcement caused an impassioned discussion about the civil rights leader’s work, the problems facing the black community and whether Sharpton helps or hurts his cause. Opinion was divided. “He’s an opportunist.” “He only stirs things up.” “Why do I always see his face when there’s a problem?”

Shankbone went to the National Action Network’s headquarters in Harlem with this Thanksgiving discussion to inform the conversation. Below is his interview with Al Sharpton on everything from Tawana Brawley, his purported feud with Barack Obama, criticism by influential African Americans such as Clarence Page, his experience running for President, to how he never expected he would see fifty (he is now 53). “People would say to me, ‘Now that I hear you, even if I disagree with you I don’t think you’re as bad as I thought,'” said Sharpton. “I would say, ‘Let me ask you a question: what was “bad as you thought”?’ And they couldn’t say. They don’t know why they think you’re bad, they just know you’re supposed to be bad because the right wing tells them you’re bad.”

2005 World Social Forum in Porto Alegre

PORTO ALEGRE-RS, Brazil —The fifth World Social Forum (WSF) has kicked off in Porto Alegre, Rio Grande do Sul state, Brazil. The Forum is back in its original home, Porto Alegre, after last year being held in Mumbai, India. The event was opened January 26, 2005 and it is scheduled to continue until January 31.

The World Social Forum is an annual meeting organized by left organizations, mainly from Brazil. It discuss strategies to fight back against the neo-liberalism, capitalism and imperialism. According to the organizers “The World Social Forum is an open meeting place where groups and movements of civil society opposed to neo-liberalism and a world dominated by capital or by any form of imperialism, but engaged in building a planetary society centred on the human person, come together to pursue their thinking, to debate ideas democratically, for formulate proposals, share their experiences freely and network for effective action.”

Just under 6000 different groups and organizations will participate in the six day event which joins discussions, protests and festivals.

Both the Brazilian president Luiz Inácio Lula da Silva and Venezuelan president Hugo Chávez are to be guests at the forum; however the reception of the two leaders is set to be quite different. Da Silva (commonly referred to as Lula) has faced criticism from the leftists set to make up the majority of participants at the forum due to the allegedly weak results of the government social politics and the way the government conducts the Economy. This is in stark contrast to the reception that he received at the 2003 forum (also in Porto Alegre), where he was hailed as a hero.

Hugo Chávez on the other hand is set to receive a warmer welcome for enforcing a 2001 law allowing for the expropriation of idle agricultural land from large estates. However, the government of Venezuela has also received criticism for what some feel to be intimidation of journalists and other anti-democratic acts.

This year the event has been tarnished by the Brazilian journalist Políbio Braga, who alleges illicit negotiations between the World Social Forum and GP Equipamentos Elétricos Ltd, a Brazilian company contracted to work on the infrastructure for the forum. He also accuses the Brazilian government of trying to stop the police investigation into the matter.

In 2006 the forum is scheduled to be held in Venezuela and/or simultaneously in different cities around the world.
